Now that Electronic Arts bought up Maxis, the company that originally created the simulation game, it is offering the second Simcity game for free (for a limited time) over it's game distribution platform called "Origin", which is something similar like Valve's Steam.
To be able to play the game for Windows you'll have to sign up for a free account at Origin in case you don't already have one, download and install the Origin client and finally download the free game. If you prefer a more recent game however, Call of Duty Advanced Warfare can be played in Multiplayer version through Steam for free at the moment.
